This opinion, the result of a joint study by industry and experts, based on lessons learnt, details recommendations for building a cooperative European military programme for whatever helicopter or VTOL platforms are next selected, based on operational requirements.

It highlights guidelines and good practices for a well-constructed cooperative programme, as well as any necessary harmonisation.
